# Cloudflare Sets Out an Agentic Internet: Readable, Discoverable, Callable, Payable

On 6 August 2026 Cloudflare published its plan for an agentic internet built on four primitives, opened a developer preview of WebMCP, and two days earlier announced Cloudflare Wallets and cloudflare.pay to give AI agents an identity and a spend-limited stablecoin balance. It is an infrastructure-layer move built on open standards rather than a platform checkout.

Cloudflare published a post on 6 August 2026 setting out four things it says the web must become for AI agents: readable, discoverable, callable, and payable. Two days earlier it announced Cloudflare Wallets and cloudflare.pay, which give an agent a stable identity and a stablecoin balance its owner controls through a spending cap, an approved merchant list, and a maximum transaction size. On the same day as the four-part post it opened a developer preview of WebMCP, which Cloudflare says lets a site expose its actions to browser agents with one switch, no new APIs, and no changes at the origin. Most of the payment side is a handle reservation rather than a live product, and Cloudflare says full wallet access follows in the coming months.

## What was announced

**Cloudflare Wallets and cloudflare.pay (4 August 2026).** Cloudflare's press release says each Cloudflare account will get a unique web address that works as a stable ID, and that users will be able to extend that identity to specific agents "so any business receiving a request can see exactly who authorized it." An Account Wallet will "receive, hold, and manage stablecoins," and from it users will be able to assign Virtual Wallets to individual agents. Cloudflare states the guardrails are built in from the start: "Users will be free to define a spending cap, an approved merchant list, and even a maximum transaction size the agent cannot exceed on its own." Handle reservation opened on 4 August. Full wallet access, including onramping and offramping funds and issuing Virtual Wallets, is described as "available in the coming months."

Cloudflare CEO Matthew Prince is quoted in the release: "When an agent shows up at your door, you need to know who sent it." He goes on to describe giving agents "a face", meaning a link to the human or organisation that owns them, "so that trust, accountability, and real commerce can follow."

**The four primitives (6 August 2026).** The post frames the four as a description of what the agentic internet needs, mapped to specific Cloudflare products:

| Primitive | What it addresses | Named tooling |
| --- | --- | --- |
| Readable | Agents burning bandwidth and tokens parsing pages built for humans | Markdown for Agents (server side), Kitesurf, an agent-first browser running on Workers |
| Discoverable | Agents finding a resource, and site owners knowing how visible they are to agents | AI Search, which Cloudflare says "is available today"; Agent Engine Optimization |
| Callable | Agents taking actions without parsing HTML and guessing at buttons | [WebMCP](https://blog.cloudflare.com/webmcp/), Code Mode |
| Payable | Charging for agent access when ads and seats do not apply | Wallets, Monetization Gateway |

Identity sits underneath all four. Cloudflare points to Web Bot Auth, which "lets a bot cryptographically identify itself to any site it visits," and to Private Access Control Tokens (PACT), "announced with Mozilla, Google, Microsoft, and Shopify," which let a site that already knows the human behind a request vouch for them anonymously so the agent can present the token elsewhere.

**WebMCP developer preview (6 August 2026).** Cloudflare's description is that "with one switch, any site becomes usable by browser AI agents", with "no new APIs, no origin changes", "while the human stays in control and creators keep their traffic." The mechanism is a site registering named tools that agents call directly, so, in Cloudflare's words, "the tool 'contract' becomes explicit. No HTML parsing, no guessing at form fields." Because the tools run inside the page, they reuse the user's existing session and state.

## Why it matters

Most of the agentic commerce build-out through 2026 has come from one of two directions. Platforms have built checkouts inside assistants, which is the shape of the [Agentic Commerce Protocol](/learn/acp-explained/) and Google's [Universal Commerce Protocol](/learn/ucp-explained/) work. Merchants and their payment providers have built agent-readable storefronts and payment authorisation, covered in [AI shopping agent payment authorization](/learn/ai-shopping-agent-payment-authorization/) and [product catalogues for agentic commerce](/learn/product-catalog-for-agentic-commerce/).

Cloudflare is neither. It does not run a commerce platform or a checkout, and it sits in front of a large share of the web as a network layer. Its position is stated directly in the post: the specifications are "open standards that anyone can implement", named as x402, MCP, Web Bot Auth and PACT; domain owners "choose their own identity providers, their own payment processors, their own agent partners"; and "Cloudflare is one option, not the whole stack."

Two things follow for merchants and operators.

The first is a lower bar for becoming callable. Making a site usable by agents has generally meant building something new: an [MCP server](/learn/build-a-remote-mcp-server/), a checkout API, a structured feed. If a one-switch WebMCP interface works as described, an existing site can be made callable without that work. It is a developer preview, so the claim is worth testing rather than assuming.

The second is that the agent-facing question widens. Integrating with a single platform's checkout answers whether that platform's agent can buy from you. An identity layer, an open payment standard, and a callable interface together raise a broader one: whether any agent, arriving with its own funded wallet, can read your site, call it, and pay you. Where the payment itself would run is compared in [x402 vs MPP](/learn/x402-vs-mpp/) and [How AI agents pay](/learn/how-ai-agents-pay/).

The commercial framing Cloudflare puts on this is that ad-based and seat-based models do not survive a visitor that renders no ads and is not a person, and that per-request payment is the replacement. Its illustration is a recipe site charging "a fraction of a cent per fetch," which is an example rather than a price.

## What to watch

- Whether the WebMCP developer preview moves to general availability, and whether merchants outside the developer audience turn it on.
- Whether full Cloudflare Wallet access, including Virtual Wallet issuance, arrives on the "coming months" timeline, and which stablecoins and onramps it supports.
- Whether Agent Engine Optimization ships as a measurable product, given site owners currently have limited ways to check their visibility to agents. The [agentic commerce readiness checklist](/learn/agentic-commerce-readiness-checklist/) covers the manual version of the same question.
- Whether other neutral infrastructure providers, rather than commerce platforms, take comparable positions on agent identity and payment.

*Editor's note: verified against Cloudflare's own press release and blog posts on 7 August 2026 (NZ). Availability wording is Cloudflare's: Wallets is at handle reservation with full access "in the coming months", WebMCP is a developer preview, AI Search is described as "available today", and Agent Engine Optimization is a sign-up. Cloudflare's own 6 August post calls that product "Agent Engine Optimization" in the body and "Answer Engine Optimization" in its closing line; this page uses the former. The claim that more than half of requests now come from machines rather than people is Cloudflare's, from its 6 August Agent Engine Optimization post, and has not been independently verified. Cloudflare's separate "Building the agentic cloud: everything we launched during Agents Week 2026" post is dated 20 April 2026 and covers the first Agents Week; nothing from it is used here.*

## Frequently asked questions

### What did Cloudflare announce during Agents Week 2026?

Across 4 to 6 August 2026 Cloudflare announced Cloudflare Wallets and cloudflare.pay, which give an AI agent a stable identity and a stablecoin balance governed by owner-set spending controls, and published a post setting out four primitives it says the agentic internet needs: readable, discoverable, callable, and payable. On 6 August it also opened a developer preview of WebMCP on Cloudflare and published work on Agent Engine Optimization and its Kitesurf agent-first browser.

### What are Cloudflare Wallets and cloudflare.pay?

Per Cloudflare's 4 August 2026 press release, a Cloudflare account gets a unique web address that acts as a stable ID, and that identity can be extended to specific agents so a business receiving a request can see who authorised it. An Account Wallet can receive, hold, and manage stablecoins, and the owner can issue Virtual Wallets to individual agents with a spending cap, an approved merchant list, and a maximum transaction size. Handle reservation opened on 4 August 2026; Cloudflare says full wallet access, including onramping and offramping funds and issuing Virtual Wallets, will follow in the coming months.

### What is WebMCP and why does it matter for merchants?

WebMCP lets a website expose its actions directly to AI agents through the browser, so an agent calls a declared tool rather than parsing HTML and guessing which button to click. Cloudflare opened a developer preview on 6 August 2026 and says a site can enable it with one switch, with no new APIs and no changes at the origin. For a merchant, it is a route to making an existing site callable by agents without rebuilding it as an agent-facing API.

### Is this a Cloudflare protocol?

No. Cloudflare's 6 August 2026 post names x402, MCP, Web Bot Auth, and PACT as the open standards it is building on, states that domain owners choose their own identity providers, payment processors, and agent partners, and says explicitly that 'Cloudflare is one option, not the whole stack.' Private Access Control Tokens (PACT) were announced with Mozilla, Google, Microsoft, and Shopify.
